Take the mannequin and place it where the shadowy figure was standing before.

Look down onto the chief and the boat. Drop the yarn ball from his office onto his head. Don't worry, it's light and harmless, just an innocent way to get his attention.

And now you need to make a run for it before he catches you on the observation deck. The ladder is off limits, the bridge is locked. Only one way out.

Go to the glass dome and tap the loose panel to remove. Then climb down onto the conveniently planted indoor tree.
